Is It To Late To Housebreak My Daschund?

You did not mention, if she is new dog to you, or if you have had her since whe was a puppy. Here are some general tips to consider:
Get a dog crate that is just big enough for her to turn around in. Don’t put any towels or blankets in there. If you cannot watch her 100% of the time, she is in the kennel until properly potty trained.
As soon as you open the kennel door, she goes outside to pee/poop. This will then become a habit for her.
Be consistent in your training, and you should eventually get there.
